In 2005 the constant column of the Ukrainian Law Firms could be called "Reprivatization". The majority of industrial giants privatized in the past were involved in investigations instigated by the government. Many of the owners were involved in illegal privatization and forced to return their property to the state. The Krivorozhstal steel plant and Nikopol ferroalloys plant belong to the more reasonable cases. The former has now been privatized for a second time. The Mittal Steel Company bought it in October, prompting the announcement that the company is the biggest investor Ukraine has had to date. Corporate battles over the NFP are continuing. In the view of many lawyers, the scandal surrounding "reprivatization" showed once again that Ukrainian privatization law is imperfect and needs improvement.
